I feel really bad for this woman. She has no self-respect, and feels the need to dress risque to capture others attention to make her feel better about herself. It’s sad, and what’s even worse is whenever young impressionable females witness this, and see the attention this lady is getting, they alter their appearances and outfits to get the same reaction. I applaud the dude for telling her to sit the fuck down though! Especially since his munchkins were on the train.

This woman is most likely a prostitute trying to pick up johns on the train. 
If she’s not, why the hell is she walking in circles? Her dress rises as she walks, basically inviting propositions, frotteurists, and your pervert-du-jour. 
She asks him to stop yelling because she doesn’t want to be arrested, she’s afraid, and realizes that what she’s doing is clearly public indecency at best, and john hunting at worst.

I have nothing against the world’s oldest profession, but the subway/train is NOT the place to blatantly advertise your services.
